Robust public-private partnerships for joint railway and property development

摘要: The involvement of the private sector in the construction or operation of an infrastructure project may enhance the financial viability of projects, which facilitates the formation of public-private partnership (PPP) for project delivery. PPP exploits the strength of the private sector by shifting certain project risks from the public party to the private sector who can efficiently manage certain risks. In joint railway and housing development, the approach of bundling railway and housing development (R&HD) allows cross-subsidization between immense railway construction cost and profitable housing rental revenue. This approach also provides flexibility in incorporating PPP models by distributing railway and housing revenues and costs and their inherent risks properly to the public and private sectors. Ng and Lo (2015a) developed an evaluation framework for joint railway and property development, which evaluates PPPs based on financial and construction criteria for selecting the best suitable PPP for a particular project. This study, which is based on the framework in Ng and Lo (2015a), aims to examine the robustness of various PPP configurations. This study analyzes the effects of PPP configurations on stakeholders’ risks and returns under population or demand growth and railway construction cost uncertainties. The eventual outcome of particular PPP configurations is also examined. This study also seeks to answer the following questions: How would optimal configuration change under highly volatile population and railway construction cost? Are there PPP configurations that are robust to these uncertainties and those that are sensitive to a particular uncertainty? This understanding is critical for managing risks and facilitating the formation of appropriate PPP for R&HD.

Feasibility analysis of mixed-income housing in China

摘要: In this paper, it is demonstrated that mixed-income housing is a feasible and beneficial pattern nowadays. This pattern is propitious for good living and harmonious development of society. Based on practice, data are gathered from the field, and the social investment and social distance analysis of the social network theory are used from the perspective of cross-disciplinary fields. The hypothesis is tested and the feasible and beneficial characteristics of mixed-income housing are pointed out.

摘要:

借鉴国外公共租赁住房租金定价经验,制定租金定价策略;在分析房地产投资信托基金(REITs)型公共租赁住房租金构成的基础上,参照普通住房价格制定的基本理论方法,采用综合性定价方法,构建一种面向低收入人群中的相对高收入人群或暂时性低收入人群、兼顾成本及住房特征的科学性定价模型。该定价模型充分考虑到项目建设的直接成本、入住者的差异性需求及大众投资者投资期望,综合多方需求,为科学合理制定租金提供依据。

Sustainable Supply Model Design of Public Rental Housing —Case Study of Chongqing

摘要: Public rental housing is an important governmental project. Within the next three years, Chongqing municipal government proposes building 40×10 m of public rental housing to solve the housing problem for 2 million people. Many problems of sustainability have happened in long-term large-scale construction, including gradually-slow renting progress, the shortage of funds, public rental housing community facilities are retrograde, and the selected sites are at the city’s edge. This paper analyzes the Chongqing public rental housing situation from the perspective of sustainable public rental housing supply, putting forward a sustainable supply model that is suitable for Chongqing, and then calculates their portion.

Intelligent construction technology of railway engineering in China

摘要: Intelligent construction technology has been widely used in the field of railway engineering. This work first analyzes the connotation, function, and characteristics of intelligent construction of railway engineering (ICRE) and establishes its system structure from three dimensions, namely, life cycle, layers of management, and intelligent function, to deeply understand the development situation of intelligent railway construction in China. Second, seven key technical support systems of ICRE, which include building information modeling (BIM) standard system for China’s railway sector, technology management platform and life cycle management based on BIM+GIS (geography information system), ubiquitous intelligent perception system, intelligent Internet-of-Things (IoT) communication system based on mobile interconnection, construction management platform based on cloud computing and big data, unmanned operation system based on artificial intelligence, intelligent machinery and robot, and intelligent operation and maintenance system based on BIM and PHM (prediction and health management), are established. Third, ICRE is divided into three development stages: primary (perception), intermediate (substitution), and advanced (intelligence). The evaluation index system of each stage is provided from the aspects of technology and function. Finally, this work summarizes and analyzes the application situation of ICRE in the entire railway sector of China, represented by Beijing–Zhangjiakou and Beijing–Xiong’an high-speed railways. Result shows that the technical support systems of the ICRE have emerged in China and are still in the process of deepening basic technology research and preliminary application. In the future, the ICRE of China’s railway sector will develop toward a higher stage.

A model study on affordable steel residential housing in China

摘要: The main research purpose of this paper is to acquire a series of designed concept of “affordable housing” in key geographical areas of East China through the development of innovative, economical, flexible, reproducible and affordable residential houses using intensive steel solutions. Toward this goal, both the residential housing conditions and the development of steel residential building in China are widely investigated. Affordable housing in China is then, based on the investigation, defined as green humanized multi-storey housing comprised of medium-small type dwellings whose construction cost is not much higher than that of traditional reinforced concrete buildings and the maintenance cost is low. Taking this definition as a guiding ideology, detailed architectural and structural design of a steel affordable housing model in terms of a collective housing form with repeatable living units has been carried out. Comparisons of project cost and energy consumption between the designed steel residential housing and the corresponding reinforced concrete building show that the former is not more expensive and consumes less energy than the latter.

Energy and environment in Chinese rural housing: Current status and future perspective

摘要: A large scale national survey of energy consumption and indoor environment quality of China’s rural housing was conducted from 2006–2007. The survey covered 15 provinces in northern China and 9 provinces in southern China. The survey data indicate that excessive building energy consumption and poor indoor environment pose significant challenges to the sustainable development of China’s rural housing. Possible causes are analyzed, the current status explained and possible development trends predicted. Strategies for sustainable and environmentally appropriate energy development in rural areas are recommended with an example of the “Zero-Coal, Low Energy Village”.

CFD evaluation of pressure drop across a 3-D filter housing for industrial gas turbine plants

摘要: This paper investigated the flow distribution and total pressure drop across a designed 3-D filter housing integrated with a 3-stage filtration system using computational fluid dynamics (CFD). The filter housing model was proposed for a heavy-duty industrial gas turbine plant operating at an average ambient temperature of 20°C.The pressure drops across the classes of filters were 652.8 Pa, 2692.2 Pa, 887.8 Pa, 776.2 Pa and 2304.2 Pa for I-GB, GB-GA, GA-FA, FA-HA, and HA-O, respectively. The results obtained indicated an acceptable total pressure drop of 7.2% for the entire filter housing before filter clean-up. Although the CFD simulation result shows that small outlet flow velocity and transonic flows exist at the outlet of the filter housing, the designed filter housing was proved compatible with the studied GT, for inlet flow conditions between 600≤ ≤610 kg/s and 60≤ ≤70 m/s for the air flow rate and velocity, respectively. Furthermore, the designed filter housing could be adopted for the studied GT and locations of Usan and Maiduguri in Nigeria, and other locations with similar environmental conditions.

Gear fault diagnosis using gear meshing stiffness identified by gearbox housing vibration signals

摘要: Gearbox fault diagnosis based on vibration sensing has drawn much attention for a long time. For highly integrated complicated mechanical systems, the intercoupling of structure transfer paths results in a great reduction or even change of signal characteristics during the process of original vibration transmission. Therefore, using gearbox housing vibration signal to identify gear meshing excitation signal is of great significance to eliminate the influence of structure transfer paths, but accompanied by huge scientific challenges. This paper establishes an analytical mathematical description of the whole transfer process from gear meshing excitation to housing vibration. The gear meshing stiffness (GMS) identification approach is proposed by using housing vibration signals for two stages of inversion based on the mathematical description. Specifically, the linear system equations of transfer path analysis are first inverted to identify the bearing dynamic forces. Then the dynamic differential equations are inverted to identify the GMS. Numerical simulation and experimental results demonstrate the proposed method can realize gear fault diagnosis better than the original housing vibration signal and has the potential to be generalized to other speeds and loads. Some interesting properties are discovered in the identified GMS spectra, and the results also validate the rationality of using meshing stiffness to describe the actual gear meshing process. The identified GMS has a clear physical meaning and is thus very useful for fault diagnosis of the complicated equipment.

本文总结中国铁路技术标准与国外铁路先进技术标准存在的主要差异,分析中国铁路“走出去”在产品技术标准方面遇到的技术壁垒以及中国铁路技术标准对国外铁路市场存在的适应性问题,提出中国铁路“走出去”的产品技术标准发展基本原则、发展目标,及针对不同类型东道国的应对策略,为促进中国铁路“走出去”的技术标准发展提供了相关的措施及建议。

我国铁路钢结构发展回顾与展望

摘要:

新中国成立以来我国铁路事业成就显著,在国民经济发展中发挥了重要作用,尤其是近15 年来高速铁路建设飞速发展,成为一张靓丽的国家名片。钢结构对于铁路发展起着不可替代且极为关键的作用,在铁路大跨度钢桥、高速铁路车站屋架结构等工程中获得广泛应用。站位于新的历史阶段,适时对我国铁路钢结构发展进行回顾和展望,具有一定的工程实践价值和理论研究价值。本文分别从材料、结构、使用规模的角度,对大跨度钢桥、车站屋架等铁路钢结构的发展进行了系统回顾;提出了我国铁路钢结构轻量化、装配化、信息化、耐久性和高韧性的技术发展趋势,总结了铁路钢结构在设计、施工、运维和材质等方面的未来重点工作。随着应用地域和环境的多样化,铁路钢结构仍然面临一系列有待攻克的技术难题,如耐候设计、海洋恶劣环境施工、高原少维护等,需持续加大研究投入以保障关键技术突破与运用。

Study of Sustainable Urban Rail Transit Development Model in China

摘要: As the grand urbanization rapidly progresses in China, Chinese government launches a magnificent urban rail transit development plan as the key part of the preferential public transportation strategy. It is very necessary to establish a viable public private partnership model for urban rail construction. The philosophy of transit-oriented-development (TOD) is discussed in this study by reviewing Hong Kong Railway+ Property development model which is proved very successful in mass transit rail development in Hong Kong. This paper examines current practice of urban transit as of conventional public transport infrastructure in China and looks into ways of getting over the bureaucratic and technologic hurdles in order to generating synergy value and opportunity of rail oriented urban development. Taking the TOD and public-private-partnership (PPP) study of Shenzhen metro line 6 as an example, the sustainable urban rail development model is introduced and elaborated. It concludes that the sustainable urban rail transit shall be able to energize the great potential of rail and urban development at macro, meso and micro levels, through effective integration of administration and technology resources, and generation of win-win scenarios among government, metro company, people and stakeholders.

Integrated control strategies for railway vehicles with independently-driven wheel motors

摘要: This paper studies the development of integrated control strategies for railway vehicles with independently-driven wheel motors. First, a non-linear vehicle dynamic model and motor drive strategy are presented, which are followed by an investigation of the integrated control of stabilization, steering, and traction for the vehicle. Meanwhile a reformulated Kalman filter is developed and applied to estimate the required feedback by the control system. Finally, the effectiveness and practicality of the proposed integrated controller are examined and assessed by real-time simulation based on host-target computer technology provided by Matlab/Simulink.
